I have divided the Summer Olympic medals of each nation by their population:

Table 4: nations that have never won summer medals
San Marino #1 three medals for a population of 34,009 citizens (had no medals before 2020)
Russia #30 (was #29) Russian medals consolidated
USA #42 (was #41)
China #99 (was #100)
India #134 (was #133)...
ppm = people per medal mpM = medals per million population
Some nations shown here are consolidated eg. East and West Germany
Medals are split between divided nations, eg. Czechoslovakia
